Job Description:

We are seeking a high-velocity and technically elite Chief Projects Officer (CPO) to anchor the delivery engine of X-Force Engineering Limited. In the specialized landscape of Nigerian infrastructure and engineering, success is defined by "Delivery Sovereignty", the ability to harmonize five critical operational units with the clinical precision required for Zero-Harm HSE, Realistic Resource-Loaded Scheduling, and Multi-Site QA/QC Fidelity. This role is designed for a "Systems Architect" with 10–15 years of experience who can blend "Field Grit" (overseeing site mobilization and subcontractor management) with the "Executive Agility" required to manage a Project Management Office (PMO) and serve as the senior client interface for high-stakes escalations.

Requirements:

1. PMO Orchestration & Governance

• Portfolio Sovereignty: Provide strategic leadership over HSE, Planning, QA/QC, Construction Operations, and Quantity Surveying units, acting as the primary "Source of Cohesive Project Delivery."

• Methodology Architecture: Establish and enforce project delivery standards and governance frameworks across all pipeline projects, providing the "Structural Foundation" for institutional accountability.

• Reporting Stewardship: Provide the Managing Director with high-fidelity reports on resource utilization, risk exposure, and financial delivery, ensuring the "Source of Executive Visibility" is elite and uncompromised.

2. Tactical Resilience & Execution Logic

• Construction Sovereignty: Provide direct oversight of the Construction Operations Unit, ensuring site engineers are deployed effectively, acting as the primary "Source of Site Progress."

• Schedule Architecture: Oversee project planning and resource loading in Primavera P6/MS Project, providing the "Analytical Foundation" for proactive variance mitigation.

• Quality Stewardship: Ensure QA/QC systems and Inspection Test Plans (ITPs) are implemented with millimetric focus, maintaining the "Source of Engineering Excellence."

3. Commercial Integrity & Safety Power

• Surveying Sovereignty: Oversee the Quantity Surveying function for accurate BOQ preparation and variation management, acting as the primary "Source of Commercial Interest Protection."

• Safety Architecture: Maintain executive oversight of HSE performance across all sites, championing a Zero-Harm Culture and enforcing Nigerian HSE regulations.

• Client Stewardship: Serve as the senior interface for all project delivery matters, resolving disputes and chairing progress meetings to maintain a 85%+ Satisfaction Score.

Qualifications and Skills:

Professional Profile

• Education: B.Eng./B.Sc. in Civil, Mechanical, or Construction Engineering (Mandatory); M.Sc. or MBA (Strongly Required).

• Certifications: COREN Full Registration (R.Eng.) and MNSE/FNSE (Mandatory); PMP, PRINCE2, or Primavera P6 (Mandatory).

• Experience: 10 – 15 years post-qualification (with 3+ years in a senior leadership/Head of Dept role).

• Domain Mastery: Deep understanding of FIDIC/NEC contracts, Nigerian procurement, and multi-disciplinary site management.
