Job Description:
We are seeking a high-velocity and structurally elite Assistant HSE Manager to anchor the safety and compliance engine of our diversified operations. In a specialized oil & gas and retail landscape where institutional momentum is dictated by the speed of the incident-relay and the precision of the risk-filter success is defined by "HSE Sovereignty" the ability to harmonize international safety standards with the clinical precision required for Incident Investigation, Risk Assessment, and Audit Readiness. This role is designed for a "Safety Architect" specifically a veteran professional with 7 to 10 years of experience in Oil & Gas Depot operations who can blend "Compliance Grit" (mastering regulatory standards) with the "Strategic Agility" required to execute Data-Driven HSE Analytics and Emergency Response Coordination.
Requirements:
1. Orchestration & Regulatory Governance
Sovereignty of Compliance: Monitor and enforce local, national, and international HSE regulations, acting as the primary "Source of Institutional Safety."
Policy Architecture: Assist in developing and maintaining HSE policies and standards, providing the "Structural Foundation" for all retail, depot, and office activity.
Integrity Stewardship: Conduct safety audits and prepare high-fidelity reports, ensuring the "Source of Procedural Truth" is elite and uncompromised.
2. Tactical Resilience & Risk Logic
Risk Sovereignty: Conduct rigorous risk assessments and implement control measures, acting as the primary "Source of Hazard Mitigation."
Investigation Architecture: Participate in incident investigations, leading root cause analysis and corrective action recommendations, providing the "Functional Foundation" for systemic improvement.
Response Stewardship: Coordinate emergency response plans and drills, maintaining the "Source of Crisis Readiness."
3. Operational Integrity & Culture Power
Training Sovereignty: Develop and deliver HSE training and awareness initiatives, acting as the primary "Source of Safety Culture."
Analytics Architecture: Contribute to identifying and driving continuous improvement initiatives using HSE data, providing the "Relational Foundation" for process optimization.
Velocity Logic: Utilize Oil & Gas industry expertise to accelerate the "Identification-to-Correction" cycle, maximizing the "Source of Operational Throughput."
Qualifications and Skills:
Professional Profile
Education: Bachelor’s degree in Environmental Science, Occupational Health & Safety, Engineering, or a related discipline (Master’s/Certifications preferred).
Experience: 7 – 10 years of relevant HSE experience, with at least 3 years in a supervisory or team lead role.
Specialization: Deep expertise in the Oil & Gas sector (specifically Depot operations).
Technical Power: Mastery of HSE management systems, risk assessments, and incident investigations.
Certifications: NEBOSH, IOSH, or ISPON (HSE Level 3) preferred.
Core Competencies
Analytical Grit: Ability to analyze trends and recommend process improvements to prevent safety failures.
HSE Sovereignty: Mastery of the "Plan-Assess-Monitor-Audit-Improve" lifecycle.
