Job Description:

JSI Research & Training Institute, Inc. (JSI) is seeking a high-level ACSM Advisor (Consultant) to provide technical leadership for our Routine Immunization Project. In the effort to reach "zero-dose" and under-immunized children, the Advisor is the primary architect of public trust. This role is designed for a "Strategic Communicator", a professional with over 5 years of experience who can blend behavioral science with community-based advocacy to dismantle barriers to vaccination uptake.

Your mission is to ensure "Equitable Immunization Coverage through Strategic Demand Generation." Based in Abuja, you will provide the national-level blueprint for Advocacy, Communication, and Social Mobilization (ACSM), ensuring that field teams are equipped to navigate vaccine hesitancy and hard-to-reach community dynamics. If you possess "Behavioral Grit" and the ability to turn complex health data into compelling human-angle stories, we want you to lead this critical 5-month intervention.

Requirements:

1. ACSM Strategy & Demand Engineering

  • Framework Leadership: Lead the planning and coordination of ACSM activities across 9 states, ensuring they are rooted in a clear Theory of Change and measurable performance indicators.

  • Targeted Outreach: Support State Consultants in identifying and mobilizing high-influence community stakeholders to identify and reach zero-dose children.

  • Behavioral Insights: Utilize adaptive management to address community feedback and vaccine hesitancy, ensuring communication strategies evolve with field realities.

2. Stakeholder Diplomacy & Media Governance

  • Technical Representation: Represent JSI in National and State-level Technical Working Groups (TWGs), ensuring JSI’s visibility and alignment with broader public health advocacy.

  • Strategic Networking: Build and maintain a robust network of traditional leaders, community associations, and social media entities to amplify the project’s voice.

  • Media Relations: Leverage media channels to engage public audiences, ensuring consistent and evidence-based messaging regarding routine immunization and new vaccine introductions.

3. Knowledge Management & Human-Angle Reporting

  • Narrative Excellence: Draft sophisticated human-angle stories and success stories that capture the project's impact on under-five children in hard-to-reach areas.

  • Lessons Learned Collation: Systematically capture and share lessons learned and adaptive management strategies across the focus states.

  • Performance Monitoring: Provide rigorous reports on ACSM activities, tracking visibility and engagement metrics against the approved work plan.

Qualifications and Skills:

Professional Profile

  • Education: Master’s Degree (MBA/MSc/MA) in Public Health, Behavioral Science, Psychology, Communications, or a related field.

  • Experience: Minimum of 5 years designing and implementing ACSM programs for routine immunization across multiple states.

  • Sector Mastery: Proven experience in building relationships with traditional institutions and social/mainstream media entities.

Core Competencies

  • Strategic Grit: Demonstrated ability to implement measurable and timebound ACSM objectives in complex environments.

  • Storytelling: Strong experience in drafting high-impact human-interest stories for varied audiences.

  • Communication: Exceptional facilitation and communication skills in English; knowledge of languages spoken in Northern Nigeria is an advantage.
